If you’re looking for a cheap but not cheaply made vacuum cleaner under $100, the upright bagless Bissell SmartClean Rewind 58F83 is definitely one of the best. It incorporates some of the features you’d usually only see in a much more expensive model, but it still has powerful enough suction to get your carpets and hardwood floors clean.
What we like about it
First of all, it has 5 different height adjustment levels for all different types of flooring. Most vacuum cleaners have only 2, so this is a welcome change. On the lowest setting, the base sits nice and close to your linoleum, ceramic tile or hardwood to do the best pickup job. The second thing rate high and found surprising to see in such an inexpensive model is the automatic cord rewind feature. While it has nothing to do with how the vacuum performs, it’s really handy to have. If you’ve ever gotten sick of rewinding a long cord (and most of us have), you’ll appreciate this a great deal.
Of course we also love that it’s bagless, as bags can get expensive, and they’re generally messy to change, meaning you need to clean the floor all over again after replacing one.
Even better, the Bissell 58f83 Rewind SmartClean has sensor indicators telling you when the washable filters need to be cleaned. The sensor monitors the air flow and lets you know when it’s less than optimal. This is important because many of us forget to clean the filters on a regular basis, and then wonder why the unit loses suction. Dirty filters are usually the culprit.
Here’s one amazing thing we never expected, especially in such an affordable product: It has a sensor telling you when the carpet is clean. What??? We’ve never seen this in another vacuum cleaner, and it’s a pretty neat thing. As you go over the floor, the sensor light turns from red to green as the floor gets cleaned, so you know it’s okay to move on. This definitely increases the ratings of this Bissell.
Another thing to like is the incorporation of dual edge cleaning, meaning the base has good suction on the edges so you won’t need to use the crevice tool to go back over every edge and corner of your floor. Many more expensive vacuums have this, but it’s tough to find for under 100 dollars.
The Bissell Bissell SmartClean Rewind does include a HEPA filter into its design, so it does a better job than some when it comes to filtering out those little microscopic particles that can make anyone sneeze and are a real problem for both adults and kids with allergies. While it’s not rated or certified like pricier models, it’s good that its there.

Tools & Accessories included
Included with this vac are some basic tools and then some. First, you get a crevice tool (which you get with any vacuum cleaner that includes attachments) for getting into corners, couch cushions and other hard to reach places. It also comes with a combination dusting brush and upholstery tool and a turbo brush, which is a little motorized brush attachment, meant to get hair and ground in dirt off things like upholstery and carpeted stairs.
We know that machines like this are generally noisy, and it seems like the less money you pay, the higher the noise rating. However, in user reviews, it is said that you can use this machine while still having a normal conversation, though you may need to speak just a little louder than usual. So, while it’s not the quietest on the market, it’s certainly not the loudest either.
How well does it pick up pet hair?
While it’s not advertised as a pet hair vacuum, if you have dogs and cats in the house, this one still does a pretty good job, especially when you use the turbo brush on your furniture. However, it’s important to know that the brush roll does not turn off, so you can expect kitty litter to get a bit scattered before it’s picked up from your hardwood floors.
In review after review, buyers are happy they got this cleaner at such an inexpensive price and think it is a good value and investment. One review said it’s a solid vac for the money, and while it doesn’t pick up as much vs a Dyson, it also doesn’t cost $500, so that’s something to consider if you’re on a budget.
